Positive Community Norm (PCN) mission to provide learning and leadership with individuals, family, schools and Community. Developing community partnerships in Carlton County, specifically the Cloquet and Carlton School Districts is all about improving community health.

Create stronger developmental relationships and partnerships in a mutually respectful and safe community.

Gain a better understanding of The science of the Positive cycle of Transformation: Spirit (what is the true purpose of our work), Science (what methodologies should we use), Action (What are the most effective actions), Return (what outcomes will we measure).

Evidence-based Strategy – PCN is a framework that incorporates different change-orientated strategies
REACH’s safe, respectful, and caring environment helps young people to discover they are resilient and that their future is hopeful.


1. The Montana Institute – Changing norms and transforming cultures to create healthier, safer communities.

2. CADCA – Building drug-free communities. Prevention changes communities.

3. Carlton County Drug Prevention Coalition – established to combat the growing epidemic of substance abuse in Carlton County.

4. Minnesota Prevention Resource Center. The best way to prevent substance abuse us by addressing its root causes. Minnesota Prevention Resource Center supports people and organizations to engage this effort.

5. 2022 Minnesota Prevention Program Sharing Conference is now accepting abstracts for presentations for October 20 and 21.

6. Minnesota Student Survey – The longest running youth surveys in the nation.

7. Substance Use in Minnesota – Create a single topic, location, or demographic to create a custom data report.

8. Substance Abuse and Mental Health Services Administration – Lead public health efforts to advance the behavioral health of the nation.
